This is a liquid rubber dip that you use to coat your pliers to prevent scratching your wire or jump rings.
The secret to a smooth coating is to dip slooooowly. Count to five on the way in and five on the way out. Allow to dry 2-3 hours (more if you live in a humid area) before using.
You’ll see that the white rubber coating gets chewed up when you work rather than your wire and jump rings. When the tool magic coating gets worn out, just peel it off and re-dip.
Somewhat stinky while wet. Dip outside or in another well ventilated area.

Don’t dip your round-nose pliers because you need wire to slide around them easily when making loops.
